The experts commission on questions of licensing of the Communication and Information Agency of Uzbekistan is created with a view of effective performance of works in the field of regulation of activity of managing subjects in sphere of telecommunications according to the Decree from December, 19, 2003 № 358.

Chairman of the Experts Commission on questions of licensing is the Deputy Director General of the Communication and Information Agency of Uzbekistan Sangilov Miradil Mirzailevich.

The Vice-chairman of the commission is the Deputy Director General of the Communication and Information Agency of Uzbekistan Khodjaev Asadjon Azatbekovich.

The primary goals of the Commission of experts on questions of licensing are:

- Consideration of applications and preparation of expert judgments on delivery (refusal in delivery), renewal, stay, cancellation, cancellation of licenses in sphere of telecommunications;

- Definition of license requirements structure and the conditions included in license agreements, and also changes and additions to them;

- An establishment of qualifying requirements to the competitor of the license in sphere of telecommunication;

- Consideration and approval of the organizational actions plan on carrying out of the competitions (tenders) of licensing grant,
Making suggestions on terms of consideration tender offers, qualifying requirements;

- Other problems which are included into the competence of the Experts Commission on questions of licensing.
The expert’s commission holds sessions not less often than at once per month.

The structure of the Experts Commission on questions of licensing is authorized by the Decree from September, 2, 2004 № 294 and consist of 15 persons:

M.M.Sangilov - Deputy Director General, Chairman;

A.A.Khodjaev - Deputy Director General, Vice-chairman;

M.H.Ismailov – Senior expert of licensing and certification department of the CIA Uz, secretary;

S.S.Abidhadzhaev - Director of State Inspection of Communication;

S.T.Avganbajev - Head of information resources and information systems department of the CIA Uz;

D.U.Alihodzhaev - Head of special affairs department of the CIA Uz;

 A.R.Gataulina - Head of licensing and certification department of the CIA Uz;

H.Dadaev - Head of territorial administrations activity coordination department of the CIA Uz;

B.U.Zhabbarov – Senior legal adviser of the CIA Uz;

Z.T.Mahsudov - Head of telecommunication technologies and services department of the CIA Uz;

S.S.Usmanov - Head of department of radio communication, broadcasting and TV of the CIA Uz;

 R.Yunusov - Deputy Head of information security provision department;
