International activity

After obtaining the independence, within the framework of integration of the Republic into the world community, the Republic of Uzbekistan became the full member of the International Organizations of telecommunications and post communications as the International Telecommunication Union (ITU) and Universal Postal Union (UPU). As well as Uzbekistan is the member of the Regional Commonwealth in the field of Communication (RCC) that is created in 1991.

Uzbekistan actively takes part in the international cooperation in sphere of ICT and post communication. Nowadays the most dynamical cooperation of the Republic in the given area is developing with leading countries of the world as Japan, Korea, China, Singapore, Malaysia, India, and Germany. Active cooperation in sphere of ICT with the CIS member - countries both on bilateral basis, and within the framework of the Regional Commonwealth in the field of communications is conducted.
The contractual legal framework of the international cooperation in sphere of ICT is developed. For today the Republic of Uzbekistan has the agreements and memorandums of intergovernmental and interdepartmental level on cooperation in sphere of ICT, telecommunications and post communication with the following countries:

In view of the mending the relations with the international organizations and foreign partners and proceeding from the strategy of the Republic on international trade and economic cooperation development, the basic priorities of development of the international cooperation of Uzbekistan in sphere of ICT are the following:
Increase in volumes of the foreign investments involved into the ICT sector, first of all the direct investments.
By present time the total amount of involved credits and investments for the years of independence (1991-2007) made more than 1,1 billion USD, including the direct investments about 0,8 billion USD.
The further development of cooperation with foreign countries by expansion of the contractual legal framework with the communication administrations, as well as with companies and organizations.
In particular, in 2008 is planned the signing the elaborating projects of interdepartmental agreements on cooperation in the ICT sector with the communication administrations of the following countries:
·         Republic of Kirghiz
·         Republic of Azerbaijan
·         Republic of Bulgaria
·         Republic of Indonesia.
Organization of manufacturing of the telecommunication equipments and information technologies in Uzbekistan together with foreign partners.

Strengthening the role of Uzbekistan in the international organizations of the ICT sector, the further development of cooperation and realization of joint projects within the framework of the international organizations.
Within the framework of organizations as SOC and EurAsEC is planned the implementation of projects on expansion of existing and creation of alternative routes of fiber-optic communication lines, as well as the regional project on information data exchange of SOS member – countries in the field of customs, trading and migratory regulation, digital signature application.

In September of 2007 the Secretary General of the International Telecommunication Union Mr. H. Toure visited Uzbekistan. During the visit Mr. H.Toure was welcomed by the Government of the country and during the high meeting the issues of the further expansion of cooperation between the Republic of Uzbekistan and ITU are discussed.
In compliance with achieved arrangements within framework of ITU is planned the organization in Uzbekistan of the following events:

  • ITU Regional preparatory conference on telecommunication standardization of ITU (2008);
  • In the long term, is possible the organization of the ITU World Telecommunications Standardization Conference (2012);
  • Taking into account the evolution character of the threats of cyber crime and information security in the ICT sphere in the global scale, Uzbekistan actively cooperates with ITU on information security issues. In the given direction is planned the active participation in the Global ITU Program on cyber security. As well as it is the reasonable the elaboration of issue on organization of the Regional ITU Conference on Information Security in Uzbekistan in 2009-2010.
Organization in Uzbekistan of the specified events will allow to protect the interests of the Republic in the ITU, to involve the wide audience of experts, realization of projects with attraction of ITU facilities, strengthening the impact of Uzbekistan in the ITU solutions, promoting the attraction of new technologies for the ICT development in the Republic, to attraction of educational programs and financial resources of ITU for the training of experts of Uzbekistan.
Moreover, Uzbekistan will continue the active cooperation with RÑÑ, UPU (Universal Postal Union).
Active continuation of works in the mentioned directions will reasonably affect on the information and communication development of the region, as well as on the active involving of the countries of region in processes of strategic decisions making proceeding from the regional interests.
Further development of the international cooperation in the field of professional training in the ICT sphere 
Cooperation in the field of professional training is one of the priority directions of the international cooperation of Uzbekistan in the ICT sector.

Nowadays in Tashkent operates the Engineering and Technical Center created in close cooperation with companies as "NEC" (Japan) and "Huawei" (People's Republic of Chine). Moreover in the future is planned the opening of the similar technical centers with participation of the other leading world companies conducting the activity in the ICT market of Uzbekistan.
At the Tashkent University of Information Technologies operate the Uzbek-Indian Center on information technologies and Uzbek-Korean Center of information access.
Students and post graduate students of TUIT are pas the trainings in the leading universities of Russia, South Korea, Malaysia, and China.
Taking into account the necessity of constant improvement of professional skills of experts on ICT, as well as proceeding from the requirement of various sectors of economy of the Central Asian Republic, Uzbekistan proposes to use the existing opportunities, training and educational base of Uzbekistan for creation of the regional qualified personnel training center in the sphere of ICT.
