Under the Resolution of the President of the Republic of Uzbekistan ¹ PR-381 of June 20, 2006 «On organization of information and library support of the population of the Republic» in conducting of the Communications and Information Agency of Uzbekistan are 14 information and library centers (ILC) of the Republic of Karakalpakstan, 12 Regions and Tashkent.
In 2006 are developed and authorized the regulatory-legal documents of ILC regulating their activity, their typical staffs, the settlement accounts are also opened. All ILC are registered in local authorities. For 2006 about 212 experts of ILC have passed the qualification training courses on «PC basic skills and library service» in Karakalpakistan, Fergana, Samarkand and Kashkadarya branches of the Tashkent University of Information Technologies.
In 2007 the job descriptions and internal regulatory-methodical documents of ILC are elaborated. The experts RILC developed the new system of digital planning and reporting of ÈÁÖ.
In 9 of 14 ILC conducts the work on formation of electronic catalogues on book and periodicals. The electronic catalogue is formed on the basis of automated integrated library system (development of Russia). Nowadays in the database of «Electronic catalogue» are recorded 118844 bibliographic records. The workers of divisions of 5 IBC (Kashkadarya, Navoi, Syr-Darya, Surkhan-Darya Regions and Tashkent) with the view of experience exchange pass the training on formation of electronic catalogue on the base of ILC of the Samarqand, Bukhara, and Tashkent Regions with the help of their experts. In the ILC "Bilim" in February of the current year the works on formation of e-catalogue of book editions is began.
All Information and Library Centers (ILC) are connected to the informative educational network "ZiyoNET", except for ILC "Turon" of Tashkent Region in connection with reconstruction and major overhaul of the building. For assistance to the ILC by the experts of Republican Information and Library Center (RILC) created 2 methodical manuals - «Creation of ILC, ISC and Libraries websites» and «Using the Internet», 3 Guides «Guides on ILC funds preservation», «Guides on ILC funds check», «Registration of Information and Library Centers’ Funds».
In the ILC of Andijan, Samarqand, Bukhara and Fergana Regions are created the websites and supporting web-pages, in others IRC the works on creation of websites are completing.
For updating electronic resources of ILC by forces of RILC realized the creation of the unique combined electronic catalogue of the National Library of Uzbekistan named after A. Navoi, the Main Library of the Academy of Sciences of the Republic of Uzbekistan, the Main Library of Tashkent State Technical University, ILC of Tashkent Law Institute, Republican Scientific and Medical Library of the Ministry of Health of the RUz and ILC of Tashkent University of Information Technologies in which the total bibliographic records on books, dissertations, author's abstracts, periodicals, and other documents makes 240130 records.
The text-through database (DB) of national editions - 168 electronic records (ÝÇ) and 450 files in volume of 6,67 Gb of domestic editions is created.
The DB of international electronic resources is generated; 477 bibliographic records (BR) with references to sources: including - 339 BR from 345 files in volume 210 Mb and 138 ÝÇ from 140 metadata - references to Internet - resources.
The Introduction to Young Developers Training and Support Center developed the program for the electronic libraries network and now passes of approbation in working process of ILC of Fergana Region. In December, 2007 the expert of this center with assistance of RILC passed the training in the National Library of Russia (Saint Petersburg) on questions of library processes automation (national ÀÁÈÑ) and development of national format of UZMARC.
With the purpose of strengthening the regulatory-legal framework of the information library activity the CIZ Uz allocated the financial support for 2008-2009 at a rate of 15 million Sums on translation, development and examination of standards system on information, library and publishing. For today more than 20 standards are transferred into the State Language and have registered in Uzstandard, about 20 standards are in stage of release. In the near future the collection of standards on information library business in Uzbek language will be issued.
Taking into account the importance of operational experience exchange in the field of information and library activity and mutual development of information resources, strengthening the mutually advantageous cooperation by the invitation of the Russian side was organized twice (July and October, 2007) the visit of representatives of the CIA Uz to the information and library establishments of Saint Petersburg and Moscow. As a result of meetings are signed the agreements and reports of intention with Russian national library (RNL), Russian state library (RSL) and the All-Russian Institute of Scientific and Technical Information of the Russian Academy of Sciences (RISTI RAS).
With a view of raising the level of information and library activity in the republic, promotion of information resources of Uzbekistan, operational experience exchange and improvement of cooperation with foreign library establishments was issued the Decree of CIAUz ¹ 263 of 10.09.07 and the Plan of Events on realization of agreements and reports of intentions between the information and library centers of Russia and the Republican Information and Library center was approved; Scientific Engineering and Marketing Research Center (SEMRC) in 2007-2008 in compliance with the given Decree was prepared and authorized the joint Order of the SEMRC and RILS on organization of retraining courses and improvements of professional skill of library experts at the SEMRC and the negotiations with the administration of Educational Center of RNL on conduction of short-term seminars-trainings in Tashkent by the Russian library experts in April and September - October, 2008 for experts of republican ILC are started.
In January, 2008 on database of courses for ILC employees 2 scientific - practical seminars on planning and recording of ILC library funds are conducted.
The Information and Library Centers perform the functions of methodical centers for 1201 information resources of centers (ILC) of the Ministry of Higher and Specialized Secondary Education and the Ministries of National Education of the Republic of Uzbekistan of the region. Including:
