General provisions
One of the levers of the state management and regulation in the field of implementation and providing the modern telecommunication services is a certification of technical means of telecommunication (ÒMÒ).
ÒTM, including the data terminal (terminal) equipment used on telecommunication networks is subject to the certification in accordance with established standards, specifications and other norms according to the legislation. With a view of certification perfection the ÒMÒ within the framework of National certification system of the Republic of Uzbekistan (NCS Uz) is created the Certification System of technical means of telecommunication (Certification System of "Telecommunication"). The certification system of "Telecommunication" is intended for handling work on the compability confirmation ÒMÒ (certification, declaring and etc.), used on telecommunication networks of Uzbekistan and directed on achievement of the following basic purposes:
- exception of realization and employment of ÒMÒ, storage, installation and operation which can be dangerous to the life, health of people and their property, and also can harm environment;
- customer protection (physical and legal persons) from the acquisition of ÒMÒ with the technical parameters and the characteristics, contradictory requirements of functional normative documents;
The certification system of "Telecommunication" provides the uniform rules and confirmation order of compability for the ÒMÒ, as produced on the territory of Uzbekistan, as imported from other states. The Body on certification of telecommunication means carries out all the complex of works on certification of ÒMÒ, accredited in established order at the Scientific-engineering and Marketing Researches Centre (SEMRC) of the Communication and Information Agency of Uzbekistan. The basic certification procedures of ÒMÒ are regulated by the normative documents of NÑS Uz and Certification System of technical means of telecommunication, registered in established order in the Agency “Uzstandard”. In the organizational - administrative documents of SD ÒMÒ the rules, carrying out the order and performance rules of certification procedures of ÒMÒ, beginning from the filing application by the applicant and finishing by delivering him the conformity certificate, and also defined the recognition order of the conformity certificates of ÒMÒ, prepared in the states-participants territory of Commonwealth of Independent States (CIS) and certificated by rules, established in their National certification systems, and also imported from the far abroad countries if the agreement on a mutual recognition with them is determined. With a view of creation of favorable conditions for subjects of small and average business, protection maintenance of the consumers rights and according to the requirements of the Decree of the Cabinet of Ministers ¹ 318 from 06.07.2004 «About the additional measures on simplification procedure of production certification» carrying out of certification procedures of ÒMT have been reconsidered. The control on requirements on security, compatibilities and the quality of ÒMÒ is carried out by the Certification testing center of technical means of telecommunication (CTC ÒMT), accredited at the SEMRC.
At positive results of all certification procedures of ÒÒM the conformity certificate of the standard form is given out to the applicant. The given conformity certificate gives a title to the applicant (manufacturer, vendor) to carry out the advertising and realization of certificated ÒMT.
