Standardization is scientific and technical activity directed to the achievement of optimum degree of ordering in certain field by means of positions establishment for general and multiple use concerning to the substantial or potential problems. Activity management and coordination of works on standardization in sphere of communication and information carries out by the Communication and Information Agency of Uzbekistan (CIA Uz). For the organization and standardization works in sphere of communication and information are functioning the following:
- Basic organization on standardization (BOS) at the Scientific-engineering and Marketing Research Center (SEMRC);
- Standardization Services (representatives on standardization) on managing subjects;
- Technical committee on standardization;
- Experts commission of the Communication and Information Agency of Uzbekistan on normative documents (Experts commission on normative documents).
With a view of development and perfection of activity on standardization in sphere of communication and information is created the branch of “Standardization system in sphere of communication and information”, being a component of the State standardization system of Uzbekistan. Main principles of standardization system in sphere of communication and information are:
- Expediency of development of normative documents, taking into account their technical, social necessity and acceptability;
- Integrated approach of standardization of the interconnected objects of standardization, including the metrological maintenance, on the basis of development of the coordinated requirements to these objects and terms coordination of introduction in action of normative documents;
- Maintenance of conformity of the normative documents developed in sphere of communication and information to modern achievements of a science, techniques {technical equipment}, to the tendencies of development in sphere of communication and information, the best practices, and acts;
- Interrelation and coordination of normative documents on standardizations of all levels, exception of duplication of development of normative documents on identical objects of standardization at various levels of management;
- The openness of the information on functional normative documents, programs and plans of works on standardization;
- The confirmation of the normative documents on the basis of achievement of the accordance of the majority interested parties;
-An opportunity use of the normative documents for the purposes of certification and metrology;
- Employment of the modern information systems and technologies in the field of standardization;
It is created and conducted the BOS fund of normative documents with a view of creation the wide use opportunity of the international, interstate, national, regional, state and branch standards by managing subjects. The fund normative documents structure consists of the international, regional and foreign organizations on standardization (ISO, ITU, ETSI, ANSI, BSI, etc.), international standards, national standards, guidance documents and recommendations of Uzbekistan; branch normative documents on paper and electronic media. The normative documents are entered into the automated system «Data base system of normative documents of the sphere of communication and information» (AS DBSND). With the purpose of operative access of the broad audience of users to a database of normative documents of sphere of communication and information, it is developed the Internet - the version « the Database of normative documents of sphere of communication and the information» The technical committee on standardization in the field of telecommunications and post communication is created at the Communication and Information Agency of Uzbekistan with a view of joint development of strategy in the field of standardization. The experts’ commission of the Communication and Information Agency of Uzbekistan on normative documents is created with the purpose of perfection of normative-legal base in sphere of communication and information, planning of development and revision of normative-legal documents, scientific and technical and marketing researches, monitoring and carrying out of examination.
